Passenger Transport Contracts - Approved Operators List
The Transportation Group of Lincolnshire County Council administers the Council’s list of Approved Operators for Passenger Transport Contracts. The list currently holds details of approximately 400 operators.
Although this list is not for distribution to the general public, the list is used by all departments within the County Council when procuring transport for their clients/service users.
Only operators on the list are invited to tender for transport contracts. The types of transport contracts operated being:
- education
- local bus
- social care
- music transport
Tenders will only be invited from operators who register their wish to tender for work, and who comply with the Council’s Conditions of Contract in respect of licensing, insurance and seat belts
In order to be considered for inclusion on the Approved Operators List you must submit the following information. (All forms are available for download in PDF format under the ‘downloads’ tab at the top of the page):
Operator Information Form - this form indicates the type of licence(s) you hold, the capacity/number of vehicles you operate, and the type of contract work/area of operation you are interested in.
Statement of Insurance Cover - this form requires completion by your Insurance Company, Broker or Consultant. Please note that the Conditions of Contract states the minimum insurance cover operators must provide are as follows:
- Motor Vehicle, Third Party Property Damage - minimum cover £5,000,000
- Public Liability (non motor) - minimum cover £5,000,000
- Employers’ Liability - minimum cover £10,000,000
- Medical Intervention (if required) – minimum cover £2,000,000
Disclosure and Barring Service (DBS – formerly known as CRB) - for ALL contracts, all passenger assistants, and drivers will be required to undertake a check through the DBS to identify any criminal convictions. Such staff must be approved by, and receive an identity badge from the Transportation Group.
Health & Safety - operators, with five or more employees, are required under Clause 21.1 of the Conditions of Contract to provide the Council with a copy of their Health & Safety Policy. Operators with less than five employees are required to provide a written statement explaining their general arrangements for Health and Safety at Work.
The Health and Safety Executive (HSE) publish a leaflet called ‘An Introduction to Health and Safety’. This leaflet is available for download from the Small Firms section under free leaflets.
Seat Belts - Operators of vehicles with 16 or fewer passenger seats are advised that for Education and Social Services Contracts all passengers should have a seat with a three-point inertia reel seat belt available. The only exception may be the middle rear seat of a saloon car and the open seat on a 9-16 seat minibus when a lap belt may be appropriate for the conveyance of an escort.

General Conditions of Contract - this forms the basis for the issue/renewal of all transport contracts let by the Transportation Group on behalf of Lincolnshire County Council.
Operator Information Pack - this pack hold examples of tender specifications, pricing schedules/options, vehicle specifications, acceptance of contract, fare conditions/scales, instructions for tendering/notes for guidance and a sample invoice.
E-Tendering – from January 2013 the Transportation Group will no longer be accepting tender submissions by post. From that date all approved operators must submit their tender bids via www.delta-esourcing.com.
