A-Z of Council Services:

You would be forgiven for thinking that the emergency response to these and many other incidents is only for those in uniforms and carrying flashing blue lights. But it isn't. Our Emergency Planning Officers have a vital role in facilitating the preparation for such incidents and events and assisting in the co-ordination of the response.

  • Q. What do the fuel crisis, the foot and mouth outbreak, the winter flooding, local bomb threats, R.A.F. Waddington Airshow and the Lincoln Christmas Market all have in common?
  • A. Lincolnshire County Council's Emergency Planning Unit.

The Emergency Planning Unit is based at Fire and Rescue Headquarters, South Park Avenue, Lincoln and forms part of the County Council's Communities Directorate.

The County Council has a few statutory obligations to prepare multi-agency plans to cope with disasters developing around certain large industrial sites and high risk pipelines.  There are also new statutory duties under the Civil Contingencies Act 2004 which are outlined under the Lincolnshire Resilience Forum link on the right.

Events within Lincolnshire which may require a co-ordinated multi-agency response include flooding, aircraft crashes, road traffic accidents and coastal oil spills.  In developing flexible, generic plans, the unit builds up a wide network of contacts across the emergency services, local authorities, commerce, industry and the voluntary sector.  The unit can provide or facilitate training and awareness raising and will provide advice to those who have to prepare their own contingency plans.  Most importantly, the unit has a role in ensuring, wherever possible, that the plans of different agencies complement each other and do not conflict.
