Like any large organisation, Lincolnshire County Council recognises that its actions have substantial good and bad effects on the local and global environment.
Sustainability Framework - "Providing for Lincolnshire's Future"
These effects may be direct. For instance we generate CO2 emissions contributing to climate change through our use of energy in buildings, and through our use of fuels to drive vehicles. Through the goods we buy and the buildings and structures we commission, for example we may have effects on local environments. On the positive side the buildings we heat enable us to provide education for our children and the public transport we provide improves access to jobs and facilities.
There are also indirect effects where policies in the documents we are required to prepare (such as the Structure Plan and Waste Local Plan) influence what others can do. These policies can, if well framed, maximise social and economic benefit minimising environmental detriment.
The idea of sustainable development provides a means of understanding and dealing with this complex picture of current and future needs. The County Council uses the Government definition which defines sustainability as meeting the following four objectives:
- Effective protection of the environment
- Prudent use of natural resources
- Social progress which meets the needs of everyone
- High and stable levels of economic growth and employment at the same time, in Lincolnshire and the world as a whole.
Put simply it means "meeting the needs of the present without compromising the ability of future generations to meet their own needs". It has also been put as "treating the earth as if we intend to stay" or "we do not inherit the earth from our ancestors - we borrow it from our children".
To demonstrate its commitment and leadership the Council has agreed a Sustainability Framework. The main purpose of the Framework is to help us be more systematic about how the Council promotes its sustainability objectives. It also recognises that organisations and individuals have important roles to play. The Council wishes to work in partnership with others on these issues.
So, wherever possible the Council will seek to ensure that it is meeting social and economic needs in a way that does not seriously impact on future generations. Indeed, where possible, it will seek to create win-win-win situations where social, economic and environmental aims are met at the same time.
As part of this Framework an Environmental Stewardship Strategy (our Environmental Policy) details how the County Council will take positive action in protecting and enhancing the environment.
