The Civil Contingencies Act 2004 imposes a number of duties on key organisations in the County to fulfil their emergency planning responsibilities.
The LRF groups in Lincolnshire are based around the Statutory Functions of Category 1 Responders. These are:-
- Risk Assessment
- Emergency Planning
- Warning & Informing
- Business Continuity Planning (and Promotion, Local Authorities only)
- Information Sharing
- Co-operation
- Training & Exercising
The structure of the LRF and its sub groups was created to enable Category 1 Responders in the County to fulfil their obligations under the Act. It was important to produce a workable format which would not impose too onerous a burden on any individual organisation by dividing responsibilities between members.
The Act guidance recommends that the secretariat role be taken by the County Council Emergency Planning. In Lincolnshire the Emergency Planning Unit are the secretariat for the LRF.
