Lincolnshire County Council has a statutory duty to maintain adopted roads and paths (the highway) within the county. Maintenance of the highway includes making safe of potentially dangerous defects such as missing paving stones.

Paving stones are used as a surface material in paths and roads and may also be referred to as; flags, flagstones, blocks, setts, modular paving, cobbles, pavers or bricks.  Paving stones are mainly used as a surfacing material in urban and particularly pedestrianised areas.

The responsibility for dealing with alleged offenders with respect to theft of any highway property lies with Lincolnshire Police.  Suspected theft of highway paving stones will be reported to Lincolnshire Police by staff at the appropriate Divisional Office.

Paving stones may have been removed legally by either the Highway Authority, a utility company (gas/telecommunication/electric/water) or an authorised third party.  However any such areas should be adequately signed and guarded to protect highway users (motorists, cyclists and pedestrians).

Should the site in question be within adopted highway, staff at the local Divisional Office will arrange for works to make safe the potentially dangerous site.  Replacement of the paving stones will follow once materials and labour has been ordered by the local Divisional Office.

In the event that the area in question is beyond the limit of adopted highway staff at the local Divisional Office will inform the Customer accordingly.
