The Lincolnshire Assembly

The Lincolnshire Assembly is a partnership body which seeks to speak with one voice for Lincolnshire.  Its purpose is to:

Provide a means of securing a common voice for and action in support of the collective communities of Lincolnshire, embracing all sectors of our community

The Assembly promotes joint working to address the common issues facing Lincolnshire and to support and enhance delivery of the Sustainable Communities Strategy (SCS) and the Local Area Agreement (LAA).  The Assembly is also the body through which the SCS for Lincolnshire is endorsed. The SCS for Lincolnshire details the overarching vision for the county and a set of shared priorities, which includes the LAA.  In addition, each district LSP has developed a ‘district chapter’ which sets out the district priorities.

The Assembly is chaired by the Bishop of Lincoln, the Right Reverend Dr. John Saxbee and has representatives from the private, public, voluntary and community sectors, as well as eight Councils and the Local Strategic Partnerships.

Local Strategic Partnership

An Local Strategic Partnership (LSP) is a non statutory partnership made up of public, private and voluntary sector agencies.

It is responsible for developing a Sustainable Community Strategy (SCS) for the area and monitoring its delivery.  It is a requirement of the Local Government Act 2000 for local authorities to have an SCS in place for their area.

They provide a long term vision of how the economic, social and environmental wellbeing of the local area will be improved, and are based on priorities for action identified by the community in partnership with agencies working locally.

The LSP provides a forum for partners to come together to address issues and influence partner agencies to ‘bend services and resources’ to meet local priorities.

In Lincolnshire there are seven LSPs, one covering each district area:

  • LSP - Boston
  • LSP - East Lindsey
  • LSP - Lincoln City
  • LSP - North Kesteven
  • LSP - South Holland
  • LSP - South Kesteven
  • LSP - West Lindsey

Typically each LSP has a board - often called an Executive - that oversees the implementation of the Partnership decisions, and ensure the strategic co-ordination of the Theme Groups.

The Board develops the aims and objectives of the LSP in line with the SCS.  Theme Groups, or action groups, address themselves to a specific area of work, e.g. Social Exclusion, Learning, Jobs, etc.  Each Theme Group is made up of interested parties ranging from service delivery to service users.  They develop and initiate actions in support of the aims and objectives of the SCS.

The Board and Theme Groups report to the main body of the LSP, the Full Assembly.  The Full Assembly agree the SCS as developed by the Board and the Theme Groups.  They monitor and evaluate progress of the SCS and provide the overall strategic direction of the Partnership.

The County Council has delegated senior members and officer representation to each of the District LSP Executive in order to participate in the policy and strategy making forums.  County Council officers also attend Theme Groups within each LSP.
