Putting People First in Lincolnshire logo

'Putting People First' in Lincolnshire is a programme of change that will have a major impact on the support and services that the people of Lincolnshire can expect from a wide range of service providers, including Adult Social Care.

Through our Visioning work, with the people of Lincolnshire, we have demonstrated our commitment to involve and be accountable for the services we and our partners provide.

The shared vision and commitment which is at the heart of Putting People First will directly impact upon services being provided for individuals and communities. The cornerstone of these changes is the development of personalised services.

The 'Personalisation' agenda is one of the most significant changes to social care services for many years, its aim is to put people in control of their assessment and the support they require to live their lives. An important component of which is Individual Budgets

We are now translating the work we have been involved in as a pilot site for Individual Budgets into a practical reflection of how the Putting People First and Personalisation approaches will be provided throughout Lincolnshire.

The initial phase of the changes people will see and experience over the next three years will be through closer working together of service agencies, local government and the public sector, which is guided and informed by Local Area Agreements. 

Adult Social Care as part of that agreement will be developing services within three key areas of work, 'prevention', 'managing crisis and reablement' and 'maintenance'. 

The attachments under the downloads section on the right of this page will be added to over the course of the next two years in order to provide more information about Putting People First in Lincolnshire as it develops.

What's New

SmartCare clinics in Lincolnshire.
For the last two years Lincolnshire has been developing assessment clinics for people asking for equipment to help them with activities of daily living. We have eleven bases around the county where people can be booked in to have an assessment and meet an OT. The clinics are quick and friendly and we arrange for equipment to be delivered and fitted within seven days of the assessment. The first Smartcare clinic newsletter has been produced to give staff information about clinics and help people to make the most of their local services.  A copy of the newsletter can be downloaded from this page.

New Model of Working for Personalisation. Work is well underway to develop a new model of working for personalisation in Lincolnshire.    The main aim of the new model is to ensure a persons journey through the different elements of Putting People First is clear and simple, resulting in improved outcomes for the individual.    For further information the full report about the proposed model is available for download from this page.

Proposals for new structure to be in place by April 2011. Work is currently underway to draw up a new structure for Adult Social Care Operations based on the principles of personalisation.  How these services will be delivered, staffing levels and management arrangements will all be included in the review with the aim of increasing productivity and efficiency as well as saving money. A series of staff consultation events will be held during the summer and there will be ongoing engagement with staff at all levels as well as service user groups.  The target date to deliver the proposed new structure will be 1 April 2011.  The Restructuring of ASC project document is available for download from this section.

Person Centred Approaches Strategy. We are now working on a plan that will help ensure everyone involved in social care works in a person centred way. To find out how you can become involved in creating the plan, follow this link.

Working Together.To improve support and services for people in Lincolnshire by involving local people in everything we do

Thank you to everyone who responded to consultation on a strategy for involving local people in the decision making process about what services are provided, how those services are developed and how those services are delivered.  

The findings from the consultation are currently being analysed and will be used to help shape the strategy.  Both the findings and the strategy and plan will be published here shortly.

Guide to personalisation.  A short guide for Putting People First in Lincolnshire explains how Lincolnshire intends to deliver the Putting People first agenda and, in particular, describes the next three years which will require a number of initiatives being undertaken to ensure we continually work together to keep personalisation a reality for people in Lincolnshire.  The guide is available to download from this page.

Strategy for personalisation.  The strategy for the personalisation of adult social care services is explained in more detail in the strategy document available for download on this page.

Achieving a High Quality Workforce to Put People First in Lincolnshire.   The new edition of the Workforce Strategy and Plan "Achieving a High Quality Workforce to Put People First in Lincolnshire" 2009-11 is informed by the first formal cross sector analysis of the workforce profile and an assessment of the impact on the current workforce in the context of the future needs of the service, considering factors such as service reviews and demographic challenges as well as the impact of recent and emerging national and local policy and strategy.  The strategy and plan is available for download from this page.  It is an exemplar for the region and is also available as a

Jargon buster.  New ways of providing services have brought with them a whole host of new terminology.  To help people better understand Putting People First a glossary has been created containing more than 100 different words or phrases and is available to download from this page.
