The Historic Lincoln Partnership (HLP) was set up in 2004 following the realisation that uphill Lincoln was under-performing as one of the key visitor destinations in Lincolnshire and the East Midlands.

It was recognised that improvements to the area were required; however the area is incredibly complex, including many ancient buildings and public open spaces under different ownership. The HLP was therefore established to bring together the relevant parties to provide a strategic, joined-up, and unified approach to the development of the built heritage, the below ground heritage, the public spaces and the businesses of uphill Lincoln.

This partnership comprises: Lincolnshire County Council, the City of Lincoln Council, Lincoln Cathedral, Lincolnshire Enterprise, Lincolnshire Tourism, English Heritage, East Midlands Development Agency (EMDA), Lincoln Business Improvement Group (Lincoln BIG).

The HLP's strategic vision is "To become the first choice Cathedral City for visitors by establishing Lincoln as a world class tourism destination; with our heritage making its full contribution to the economic regeneration of Lincoln, Lincolnshire and the East Midlands."

The County Council has set up a HLP budget which has paid for the following:

  • a dedicated HLP project manager
  • a quarterly newsletter
  • an annual public workshop
  • updating the Castle Conservation Plan
  • the clearance and stabilising of the external Castle banks, ivy removal, and defrassing works on the Castle walls
  • New build toilets at the Cathedral
  • Interpretation of the Roman East Gate

The HLP held its annual workshop 15/16 June with over 150 attending over the two days.  The feedback has been positive as attendees were impressed with the presentations of the Heritage Skills Centre and the proposals for Lincoln Castle and its interpretation.  If you would like a summary report of the discussion feedback, please email penney.francis@lincolnshire.gov.uk or by calling 01522 550641.

The bay window of the Victorian Prison Crown wing has now been repaired.  Some work is planned inside the prison to the railings and stairs and our beloved bust of King George III is due to return within the next couple of months after being restored.

Anchor Point:HLF Skills for the FutureHLF Skills for the Future

Historic cities like Lincoln need looking after; so there is a constant demand for trained stone masons, joiners and the like.  Great news then that the County Council and the Cathedral have been successful in a partnership bid to Heritage Lottery to run a skills bursary scheme.

The scheme will run over the next 5 years and is worth £500k.  The first phase will see three students taken on in the Cathedral Works Department to gain an NVQ in stone masonry, lead work and joinery.  Further students will be taken on as the project develops and when the Heritage Skills Centre of Lincoln Castle is completed, a series of taster sessions will be held to encourage those who want to pursue a career in the heritage sector.
