What's Shaping Care?
Shaping Care for the 21st Century is a review looking at the future role and function of our care homes in Lincolnshire. This review has informed the Council's thinking with regards to the eight care homes owned and run by us.
Why do we need to make changes to this type of care?
Three major changes have impacted the county's Adult Social Care services in the last few years - the policy context within which services in Lincolnshire are delivered; our growing population of older people; and residents' expressed wishes on what kind of modernised services should be available, now and in the future.
Continuing to provide social care services in line with the historic pattern will not deliver the services residents should expect, nor is it sustainable to the public purse as pressures on local authority funding are set to increase for the foreseeable future.
Where are we with the work?
A report to the Council's Executive on 1 June 2010 outlined the strategic vision with regard to future services for older people in Lincolnshire. The report also detailed the findings of an extensive and wide ranging consultation programme that had been undertaken. Consultations started in July 2009 and have continued through to May 2010.
Detailed independent analysis of the consultation responses identified general agreement with the Council's overall vision but also initial opposition to the Council taking steps to close existing Council homes.
At the June Executive the Council signalled its agreement to change the balance of care in line with the "Shaping Care for the 21st Century" vision and pursue improved services for older people.
In listening closely to what people have said, on their needs and concerns, the Council also determined to set out five commissioning principles.
At the 6 July Executive meeting the Council considered six options available to us in pursuing these goals and decided on next steps. Each option was considered against the requirements to meet these five commissioning principles. What are the five commissioning principles?
These will underpin our decision making going forward. They are that future services:
- should ensure current levels of high quality care are maintained and that every opportunity is taken to improve peoples' experiences and outcomes;
- are responsive and help meet need arising from an aging population;
- are modernised and fit for the 21st Century;
- achieve value for money;
- are accessible and support local communities.
