Apply for an explosives licence

Storing Explosives

The storing of any explosives is controlled by the Explosives Regulations 2014. These Regulations require any person storing explosives to hold a licence. Under these Regulations Lincolnshire County Council is responsible for the licensing of persons who store up to 2000kg of explosives at premises within the county.

Lincolnshire County Council are not responsible for licensing any explosives included on the list below. If you intend storing anything listed below then please contact the relevant authority:

  • More than 2000kg explosives – Health & Safety Executive
  • ammunition the acquisition of which is regulated or prohibited by virtue of the Firearms Acts 1968 to 1997; smokeless powder or percussion caps; explosives stored by a person who is registered as a firearms dealer under section 33 of the Firearms Act 1968 – Lincolnshire Police

Selling Fireworks

From 4 July 2017 only fireworks that comply with European safety standards, carry the CE mark and are correctly labelled with details of the manufacturer and importer can legally be supplied to consumers. Fireworks that bear the British Standard BS 7114 are no longer able to be sold after this date.

The Explosive Regulations 2014 permit the sale of Fireworks during the following periods only:

  • November 5 - (from 15th October to 10 November)
  • New Year - (from December 26th to 31st)
  • Chinese New Year - (on the first day of the Chinese New Year and the 3 days immediately preceding it)
  • Diwali - (on the day of Diwali and the 3 days immediately preceding it)

If you are intending to supply fireworks outside the normal permitted periods you will also need to make a separate application to us for a licence to sell all year to comply with the Fireworks Regulations 2004.

Please note that the time-limited fees given above are for whole years. Fees for parts of a year would be on a pro-rata basis. For example:

  • the fee for a new licence to store >250kg ≤ 2000kg for 9 months would be £133 (3/4 of the annual fee of £178)
  • the fee for a new licence for storing up to ≤250kg for 18 months would be £102 (3/4 of £136)
