The Council’s budget proposals for 2020/21 were considered at the Council’s Executive meeting on Tuesday 5 January 2021.
The Secretary of State, in the provisional Local Government Finance Settlement, announced that the referendum threshold for general council tax increases would be 2.00% for 2021/22, and that the relevant local authorities could also increase council tax by a further 3.00% for Adult Social Care in 2021/22 (or defer this until 2022/23). This means that Lincolnshire County Council may increase council tax in 2021/22 by up to 5%.
Although we do have cost pressures in the area of Adult Social Care, we have been able to cover most of these either with increased income from service users or by reorganising our existing resources. For this reason we do not propose to implement the additional 3% increase in council tax in 2021/22 for Adult Social Care.
We have decided to consult on a proposed general council tax increase of 1.99% for 2021/22.
This increase allows us to balance the budget for next year. We have considered increasing council tax by a lesser amount but this would mean either reducing our planned levels of service or using our reserves to balance the budget in 2021/22 which is not a sustainable position.
We could increase council tax by more than 1.99% but this would mean placing an increased burden on the council tax payers of Lincolnshire when we know that many people have suffered financial impacts caused by the coronavirus pandemic.
The preferred proposal reflects our review of services, budgets and our judgment, subject to consultation, as to the appropriate balance of funding, savings and reserves.
