Information for Buyers

If you work for Procurement Lincolnshire or one of the Partner Authorities and have been asked to procure a contract and are unsure what to do follow these steps.

If you are not sure what to do seek advice from your procurement resource:

  1. Familiarise yourself with your authorities Contract and Procurement Procedure Rules (CPPR).
  2. Identify the value of your project. Guidance on how to do this is located in the CPPRs.
  3. Identify your procurement route – This will depend on the value of your contract and requirements. Information on how to work out the value of the contract is in the CPPRs. If you need assistance speak to your procurement resource.
  4. Obtain the relevant document templates from your procurement resource.
  5. Seek advice from your procurement resource as required.
  6. Register as a buyer with Proactis (previously Due North)


If your project value exceeds the EU threshold, please download a copy of this report template and fill it in. ProContract will remind you when it needs to be uploaded.

The procurement team has created this template in accordance with Regulation 84 (1) of the Public Contracts Regulations 2015. Please consult the regulations for more detail.

Please make sure that the report is filled in as completely as possible; it may be requested by the Cabinet Office or be used as evidence in a court case.

Best practice is to maintain the report through the procurement, and upload the final version to the ProContract project when prompted.
