CCTV vehicle enforcement

Local authorities have a duty to tackle dangerous parking and the Traffic Management Act 2004 allows councils to enforce parking contraventions by CCTV camera in problem areas.

A scheme is being trialled to use a camera car to address parking outside schools where motorists are putting the safety of others at risk and causing unnecessary congestion. We have identified a number of problem areas within the County including roads with yellow zigzag markings (school keep clear markings).

The CCTV enforcement vehicle is driven by trained operatives who are experienced Civil Enforcement Officers. The vehicle is clearly marked with CCTV enforcement.

The enforcement vehicle will record any vehicles parked in breach of the parking restrictions. This footage is reviewed and an independent officer will determine if a parking contravention has occurred.

If a parking contravention has occurred, a Penalty Charge Notice is sent to the address of the registered keeper of the vehicle. This will be sent by post, within 28 days of the date of the alleged parking contravention. This will be accompanied by photographic evidence of the parking contravention.

If you receive a Penalty Charge Notice (PCN) and think you have a valid reason to appeal, the PCN will explain how to do this.
