Recent Installation of Traffic Technology

I am requesting information about the recent installation, proposed installation, or use of cameras, sensors, monitoring equipment, or associated technology on or around traffic lights, pedestrian crossings, road junctions, controlled crossings, or similar highway infrastructure within the City of Lincoln area, which I have been informed that the Lincolnshire County council is responsible for.

For the avoidance of doubt, this request includes equipment installed for traffic management, pedestrian monitoring, road safety, enforcement, analytics, environmental monitoring, congestion management, public safety, CCTV, or any other stated purpose. It also includes any equipment capable of capturing images, video, vehicle data, pedestrian data, biometric data, behavioural data, or other information about members of the public.



Please provide the following information:

1. Confirmation of whether Lincolnshire Country Council or any contractor, partner organisation, highways authority, police body, transport authority, or supplier acting on its behalf, has installed, approved, funded, commissioned, trialled, or proposed any new cameras, sensors, or monitoring equipment on or around traffic lights, pedestrian crossings, road junctions, or controlled crossings in Lincoln within the last 2 years.



2. The location of each installation, including street name, junction, crossing, or other identifying location.



3. The date each camera, sensor, or item of monitoring equipment was installed, activated, trialled, approved, or proposed.



4. The stated purpose of each installation, including whether it is for traffic flow, congestion management, road safety, enforcement, pedestrian safety, CCTV surveillance, public safety, environmental monitoring, data collection, research, or any other purpose.



5. The objectives and intended outcomes for each installation, including any expected benefits, performance measures, success criteria, or evaluation criteria.



6. The name of the council department, committee, officer, elected member, external body, or partner organisation responsible for proposing, approving, funding, commissioning, or authorising the installation.



7. The identity of the person, role, committee, board, partnership, or organisation that made the final decision to proceed.



8. Copies of any minutes, decision records, delegated decision notices, cabinet reports, committee papers, briefing notes, business cases, option appraisals, project initiation documents, reports, risk assessments, equality impact assessments, data protection impact assessments, procurement papers, or correspondence in which the installations were proposed, discussed, approved, rejected, amended, funded, or evaluated.



9. The full cost of each installation, including purchase, installation, configuration, software, licensing, data storage, maintenance, monitoring, support, staff time where recorded, consultancy, evaluation, and any ongoing annual costs.



10. The source of funding for each installation, including whether the cost was met by City of Lincoln Council, Lincolnshire County Council, central government funding, police funding, grant funding, developer contributions, a transport scheme, a road safety partnership, or another source.



11. The name of each supplier, contractor, technology provider, consultant, or external organisation involved in design, supply, installation, operation, monitoring, maintenance, data processing, or analysis.

Whether any of the equipment uses, has the capability to use, or is intended to use artificial intelligence, machine learning, automated analytics, computer vision, object recognition, vehicle classification, pedestrian detection, behavioural analysis, predictive analytics, automated enforcement, or any similar automated decision-making or decision-support technology.



12. Whether any of the equipment uses, has the capability to use, or is intended to use facial recognition, live facial recognition, retrospective facial recognition, biometric identification, facial detection, demographic analysis, person re-identification, or any other technology capable of identifying or categorising individuals.



13. If facial recognition, biometric technology, AI, machine learning, or automated analytics is used or available, please provide the legal basis, policy justification, safeguards, oversight arrangements, human review process, accuracy testing, bias testing, retention policy, and any data protection impact assessment.



14. Whether the cameras or systems capture, store, transmit, analyse, or share images, video footage, vehicle registration data, pedestrian data, biometric data, metadata, or other personal data.



15. Details of any data sharing arrangements with Lincolnshire County Council, Lincolnshire Police, the Lincolnshire Road Safety Partnership, transport bodies, private contractors, technology suppliers, central government departments, or any other third party.



16. The retention period for any data collected and the policy governing deletion, storage, access, audit, security, and onward sharing.



17. Whether members of the public were consulted before installation or approval. If so, please provide details of the consultation, including dates, method, responses received, consultation report, equality considerations, and how public views influenced the decision.



18. If no public consultation took place, please explain why consultation was not carried out and provide any record of that decision.



19. Whether signage has been installed or is planned to inform the public about the cameras, their purpose, the data controller, and how individuals can exercise their data protection rights.



18. Copies of any privacy notices, CCTV notices, surveillance policies, data protection policies, surveillance camera assessments, or public-facing communications relating to these installations.



19. Whether any pilot, trial, evaluation, or review has been carried out or is planned, and if so, please provide the findings, evaluation criteria, review date, and any decision about continuation, expansion, amendment, or removal.

1. Lincolnshire County Council has installed pedestrian & traffic sensors at signalised pedestrian crossings and traffic signal controlled junctions in the past 2 years. We have also installed a traffic monitoring CCTV camera. City of Lincoln Council is responsible for safety / surveillance cameras in Lincoln.
2. In the past 2 years we have installed a CCTV camera at the junction of Newland /The Avenue in Lincoln. Locations where/when we have installed traffic & pedestrian detection will be attached separately.

4. We use three main types of sensor – those for vehicle flow, pedestrian presence at the kerbside and to keep pedestrian crossings clear before allowing traffic to move. The CCTV cameras we use are for general traffic monitoring purposes only.
5. These are a standard fitment to a modern set of traffic signals. They are used to make junctions flow better, reduce maintenance costs associated with traditional inductive loops; to improve efficiency at junctions and crossings by reducing “false” demands; to keep pedestrians safe at signalised crossing points. The CCTV cameras allow us to intervene when incidents occur on the highway network.
6. The traffic signals team at Lincolnshire County Council is responsible for adopting and using all forms of detection at signals and the CCTV cameras we use.
7. They are standard equipment at modern traffic signals and so no special authorisation is sought or required. CCTV cameras are installed where appropriate

9. The units vary in price depending on type and manufacturer and range between £400 - £2500 per unit
10. Funding is largely provided by Lincolnshire County Council or through grants from the Department for Transport. There are, however, some locations that will have been funded through developer contributions via a S278 agreement.

Depending on the type of unit deployed, then can be used for pedestrian detection and vehicle classification.

12. We do not use any equipment for facial recognition purposes

14. The Avigilon CCTV system stores imagery for 28 days.
15. Lincolnshire CC does not have any data sharing arrangements in place. Individual requests for footage can be made from the police, insurance companies etc

19. As the CCTV cameras are not generally used for surveillance (and footage only so by the police when requested on an individual case basis), we do not provide signage at our sites.
