The South Side of Willingham Road, Lea, Gainsborough (Rose Gardens)

I have recently read Lincolnshire County Council's published response to information request reference 16536501 concerning the development at Land on the South Side of Willingham Road, Lea, Gainsborough (Rose Gardens).

The response refers to 14 appendices which are available on request.

Please could you provide me with copies of Appendices 1-14 associated with this request, including all correspondence, Section 38 documentation, inspection records and information concerning the Council's current position following the liquidation of Rippon Homes Ltd.

If possible, I would also be grateful if you could confirm whether there have been any developments since the response was issued, particularly regarding:

1) Any contact from Rippon Homes Heritable Ltd, Quantum Development Finance Ltd, Begbies Traynor or another developer/landowner concerning completion of the estate.

2) Any discussions regarding a new Section 38 agreement or adoption of the estate roads.

3) Any proposals for another developer or contractor to complete the outstanding highway/infrastructure works.

4) Any change in ownership or party responsible for the remaining development infrastructure known to Lincolnshire County Council.

1) No contact has been received from any of these parties or any other party.

2) As no other developer or land agent have come forward, no further discussion of the S38 agreement or adoption of estate roads has been had.

3) The highway remains in private ownership

4) LCC is currently unaware of change in land ownership, and with no Section 38 it would always be deemed a private road development. Ownership of the highway land remains as per the title deeds that can accessed at the land registry Land Registry and Title Register Deeds in England, Wales, Northern Ireland and Scotland
