The recent junction upgrade at Burgh Road / Roman Bank, outside The Ship public house, including the four-way traffic signals and new pedestrian crossing arrangements.
This request follows the internal-review decision dated 3 August 2026 under reference 16816857, in which the council confirmed that the approval and decision-making section of my previous request was reasonable.
To keep this request tightly defined, please provide:
1) A copy of the approval report, delegated decision record, business case, scheme initiation document, design approval record, or equivalent document used to approve the chosen junction design before works commenced.
2) The document or relevant part of a document identifying the officer, board, committee or delegated authority responsible for approving the chosen design.
3) The document or relevant part of a document recording:
a) whether the expected reduction in traffic-flow efficiency or junction capacity was known before the design was approved; and
b) the officer, board, committee or delegated authority that accepted that the anticipated safety or accessibility benefits outweighed the expected reduction in efficiency or capacity.
4) Where no single document contains this information, please provide only the minimum document or documents necessary to answer these points.
For clarity, this request does not seek procurement records, cost breakdowns, contractor information, social-value information, general correspondence or the complete project file. - Decision

1. This scheme was driven by the need to refurbish the signals as they had reached the end of their operational life. An internal design review is always carried out to see what improvements can be made to bring a site up to current standards and a brief is issued to the design engineer accordingly. The design is then subject to gateway reviews to ensure that it meets the requirements of the brief and that it is both achievable and affordable. Copies of the brief and the gateway review documents are attached.
2. The gateway reviews also act as the means of approval, i.e. the client officer (Principal Engineer for Traffic Signals) is signing off that they are happy for the scheme to proceed.
3. Analysis was carried out using LINSIG™ to assess the impact of the changes that were proposed; this indicated that making the junction simpler and safer for pedestrian and other non-motorised users (as well as for maintenance operatives) would lead to a drop in performance when compared to the existing layout. This was communicated to the then portfolio holder for Highways who was in agreement to the changes. The final decision to proceed was taken by the Principal Engineer for Traffic Signals as the asset manager for such installations in Lincolnshire.
