Skegness Household Waste Recycling Centre

This request relates specifically to the decision to introduce a booking system at Skegness Household Waste Recycling Centre (HWRC).

I am aware that some information concerning the wider county-wide HWRC review and booking-system decision has already been published. I am therefore seeking only the following recorded information relating specifically to Skegness, or to the decision to apply
the system to all HWRCs.

1. Assessment of Skegness HWRC
Please confirm whether Skegness HWRC was individually assessed before the decision was taken to introduce a booking requirement.
If so, please provide the report, assessment, briefing or other recorded information containing that assessment.

2. Evidence of queuing or congestion
Please provide any recorded data or assessment relied upon when making the decision which relates to:
vehicle queues at Skegness HWRC;
waiting times;
congestion at or immediately outside the site; and
problems caused by the number of vehicles using the site.
I am requesting existing recorded information only and am not asking the Council to undertake a new analysis.

3. Visitor numbers
Please provide the total recorded number of visits to Skegness HWRC for:
2023/24;
2024/25; and
2025/26.
If annual visit figures are not held in this format, please provide the closest equivalent information held.

4. Decision to apply booking to all HWRCs
Please provide any recorded document which explains why a booking requirement was considered necessary at
all Lincolnshire HWRCs, rather than introducing it only at sites where evidence demonstrated significant congestion, queuing or capacity problems.

5. Alternatives considered for Skegness
Please provide any recorded information showing whether alternatives to compulsory advance booking at Skegness were considered, including:
retaining the existing unrestricted access arrangement;
allowing both booked and non-booked visits;
additional or altered opening hours; or
other traffic or site-management measures.
If no Skegness-specific alternatives assessment was undertaken, please confirm this.

6. Capacity under the booking system
Please provide, if already determined:
the proposed number of booking slots available per day at Skegness HWRC;
the number of vehicles permitted during each booking period; and
any recorded comparison between the proposed booking capacity and current visitor numbers.

7. Measuring success
Please provide any recorded targets, performance indicators or review criteria that will be used to determine whether the booking system has been successful at Skegness HWRC.
Please also confirm when the system is expected to be formally reviewed following implementation.

1. Lincolnshire County Council does not hold a Skegness-specific assessment, report or briefing prepared for the purpose of deciding whether Skegness HWRC should be included within the booking system. The proposal was developed and considered as part of a county-wide review of Household Waste Recycling Centre operations and infrastructure improvements rather than through individual site-by-site business cases.
2. Lincolnshire County Council does not hold recorded waiting time surveys, queue length measurements or congestion studies specific to Skegness HWRC that were relied upon in reaching the decision. However, the Council undertook a public survey of Household Waste Recycling Centres which received 2,092 responses. Of the 77 respondents who identified Skegness HWRC, 44.6% indicated that reduced queuing was an improvement they would like to see at the site.
3. Lincolnshire County Council does not hold recorded visitor numbers for Skegness HWRC for the periods requested. Visitor numbers are not routinely captured through a permanent monitoring system. However, estimated annual throughput figures are provided in Appendix E of the report "Household Waste Recycling Centres Operational Changes and Infrastructure Improvements" considered by the Executive on 14 July 2026.
