Lincolnshire County Council's current passenger transport provider base

I am seeking information concerning Lincolnshire County Council's current passenger transport provider base and the Transport Dynamic Purchasing System used to procure home-to-school and other passenger transport. The Council states publicly that it provides home-to-school transport for approximately 20,000 students each day and that approved operators bid for passenger transport work through its Transport Dynamic Purchasing System. Please provide the following information.

1. Transport Dynamic Purchasing System Please provide the complete current list of all operators/suppliers admitted to the Council's Transport Dynamic Purchasing System. For each supplier, where held, please include:

- Legal company name

- Trading name

- Company number

- Business address or postcode

- Date admitted to the DPS

- Current status

- Categories/types of transport for which approved

- SME/non-SME classification

Please identify where possible whether suppliers are approved to provide:

- Buses

- Coaches

- Minibuses

- Taxi/private hire vehicles

- Wheelchair-accessible vehicles

- Passenger assistants

- Other passenger transport

Please provide this information in Excel or CSV format if held electronically.

2. Current school and SEND transport operators

Please provide a current list of every external operator currently providing: a) mainstream home-to-school/college transport; and b) SEND home-to-school/college transport. For each operator, where held, please provide: - Operator/supplier name - Number of live routes/contracts - Contract or route reference - School/establishment or broad destination area - Vehicle type/capacity - Whether wheelchair accessibility is required - Whether a passenger assistant is required - Contract start date - Contract end date - Current daily, annual or total contract value I am not requesting personal information relating to individual passengers, children, drivers or passenger assistants.

3. Current passenger transport contract dataset If the Council maintains a current route/run-level dataset showing awarded passenger transport contracts, please provide a copy. Where held, I would like the dataset to include:

- Contract/route reference

- Supplier/operator

- Route or service description

- Type of transport

- Vehicle size

- Contract start/end dates

- Contract price/value

- Passenger assistant requirement

- Current status

4. Other passenger transport contracts Please provide a current list of operators contracted by Lincolnshire County Council for:

- Supported local bus services

- Demand-responsive transport

- Community transport

- Adult/social care transport

- Coach/minibus transport

- Other road passenger transport

For each, please provide:

- Operator

- Service/route

- Contract reference

- Start/end date

- Annual and/or total value

- Procurement route

5. Provider size information For each current provider, please provide any information already held concerning:

- Number of employees/workers

- Number of drivers

- Number of passenger assistants

- Fleet size

- Number/type of vehicles declared or approved for Council work

I appreciate this information may not be held for every supplier and am only requesting information already recorded.

6. Subcontracting As the Council permits approved operators to subcontract school transport work to other approved operators subject to Council approval, please provide a current list of approved subcontracting arrangements where held. Please include:

- Main contractor

- Subcontractor

- Contract/route reference

- Date approval was given

- Current status I am not requesting individual worker or passenger details.

7. Provider changes Please provide a list of any transport providers that since 1 January 2024 have:

- ceased providing passenger transport;

-had contracts terminated or suspended;

- entered insolvency or administration;

- been suspended or removed from the Transport DPS.

Please provide the provider, date and general reason where held. Format Please provide electronic datasets in Excel or CSV format wherever possible.
