1) Water backpacks are the only equipment specifically owned for the purpose of fighting wildfires.

2) No

3) Due to National Operational Guidance (NOG) changes Wildfire would have not been a recognised incident type in 2015 and would not have had spending allocated to Wildfire, it has only been since implementation NOG that Wildfire has been an incident type.
