Total costa of the LGR

1) The financial cost incurred by the council on preparing for local government reorganisation broken down by:

A. Cost Overall

£2,131,337 (£497,411 of which was non-staffing spending) is the overall cost to date to Lincolnshire County Council on the LGR Programme since the commencement of the process in January 2025.

B. Expenditure to Date

£1,948,456 (£497,411 of which was non-staffing spending) is the overall expenditure made by Lincolnshire County Council on the LGR programme since the commencement of the process in January 2025.  The total cost takes into consideration government funding received and contributions from other Councils.

C. Funding Committed

Work was underway to determine the funding requirements to implement the government's decision for Lincolnshire.  This was not complete at the point that the government announced their intention to review the decisions and requested all work was paused.  No funding was therefore yet committed for the implementation of the government’s decision.

D. Funding Allocated

2) The total cost of the LGR programme management offices (including funding committed to implementation staff salaries, and backfilling business as usual roles by people redeployed to LGR roles) to date:

£493,528 is the total LGR Programme Management Office costs to date from the commencement of the process in January 2025 up until work was paused on 18th September 2026.  No backfill costs were incurred for those individuals working within the Programme Management Office.

3) The total cost of legal advice and legal fees related to the LGR programme

£18,766 is the total cost of external legal advice and fees related to the LGR programme since the commencement of the process in January 2025

4) The total cost of consultancy contracts, to advise the council on local government reorganisation

£432,259 is the total cost of consultancy contracts associated with the LGR programme since the commencement of the process in January 2025

5) The total amount of funding allocated to your council by the government for the LGR programme

£80,380.35 was the total amount of funding allocated to Lincolnshire County Council by the government up to the point of the government’s decision for Lincolnshire.  The Council was in on-going dialogue with the government regarding further implementation funding although final arrangements had not been concluded prior to the governments review and pause announcement.

6) The amount of government funding received by the council to date for the LGR programme

£80,380.35 was the total amount of funding received by Lincolnshire County Council from the government to offset spending in relation to the LGR Programme to date

Additional information

Contributions were received from 3 district councils towards a consultancy used in the production of the business case proposal. This totalled: £102,500.
