1. Given than Ellis Mill is no longer in a working state, can you confirm that Lincolnshire County council has sought legal advice on the strength of the existing legal covenant re Ellis Mill and whether it is likely to be enforceable against LCC?
2. If it is enforceable, then will you advise me what - if any - attempts have been made by LCC to enter into dialogue with the Lincoln Civic Trust? Cllr Gibson stated that he'd spoken to various parties about this, including Lincoln
Civic Trust. That does not concur with what I have been told so can I ask you to clarify who exactly Cllr Gibson has discussed this with, on what date, the specifics of what was discussed and what the outcome was please?

1. Lincolnshire County Council has sought legal advice in relation to this matter. The advice at this time is that LCC has complied with the covenant within the Charges Register. A full response has been provided to the Lincoln Civic Trust.
2. The LCC Corporate Property team have been in discussion with Lincoln Civic Trust for some time in collaboration with Cllr Gibson on options for the future of the Mill.
These discussions remain ongoing. Neither Cllr Gibson nor members of the Corporate Property team have specifically met with Lincoln Civic Trust with regards to the covenant as Legal Services has been responding to the Trust’s legal team due to the threat of litigation.
Therefore, it would be inappropriate to do so outside of the formal legal process which has been initiated by Lincoln Civic Trust.
