I am particularly interested in understanding how your Service manages the availability of dual contract staff around their Wholetime shifts, including any rest period requirements or restrictions that apply to when they can provide On-Call cover.
1) I would welcome copies of any relevant policies, procedures, guidance, collective agreements or other supporting documents you are able to provide.
I am seeking to build an accurate picture of current practice across UK Fire and Rescue Services to support an internal review within Bedfordshire, so even a brief description of how your arrangements work would
be very useful. - Decision

Response:
5.1.2 Restrictions on Wholetime Duty System Personnel Undertaking Secondary Employment • Personnel cannot work for, or on behalf of, another employee of LFR where either position could confer an advantage to their private interest or personal gain
• Approval is restricted to rota days and will not be permitted up to 11 hours prior to the first duty day or whenever Retained Duty System standby duties are being undertaken. In addition, personnel shall maintain two clear periods of 24 hours from work each week in the interests of personal efficiency for their primary employment
• The type of employment which may be permitted includes that with low risk of industrial injury, that which enables skills development relevant to the Fire and Rescue Service and that which may facilitate future career development
• Types of employment which are normally excluded include works of a dangerous nature; LGV Driving - where driving hours' restrictions may impact upon their role in Fire and Rescue; security work of any kind; work for Fire Engineering Firms Issue/Version: 06 Review: April 2028 ie manufacture of fire appliances, extinguishers etc and the sales thereof; employment which may entail a conflict of interest ie providing training or safety advice in competition or conflict with LFR; employment which in the opinion of the Chief Fire Officer is liable to adversely affect the Service's image or reputation, or impair the ability of staff to efficiently undertake their normal Fire and Rescue duties
• Employees are responsible for actions to improve attendance and support their return to work. If a staff member is absent due to sickness in their primary role, the Service will expect that staff don't complete any secondary employment if this has the potential of impacting their attendance in their primary role
