Request

The crossroads of Fulney Drove, Mill Drove North, Clay Lake Bank and Old Fendike Road, Spalding

Please provide:

1. The date the works instruction was issued, the anticipated installation timeframe, and the officer responsible for progressing delivery.

2. A copy of the assessment supporting the decision to introduce the 50mph restriction, including the collision data and engineering findings considered.

3. Confirmation of whether that assessment specifically examined the pronounced road camber and surface condition I have raised, rather than speed alone.

4. The criteria for reopening the safety assessment, including how newly reported collisions will be considered.

5. Confirmation of whether the recent collision will be reviewed by the Lincolnshire Road Safety Partnership and whether its findings could prompt additional measures.

I am not asking the Council to speculate about the cause of any collision.

I am asking how the physical road conditions and newly available evidence are being assessed, and when the approved intervention will be delivered.

Decision

1. Works issued - 3 September 2026 Anticipated installation timeframe - 3 days to one week

Responsible officer – Highways Officer

2. All of this information is contained in the committee report that was considered at the Planning & Regulation Committee on 9 February 2026, this report is available on our website.

3. No, the speed limit assessment did not specifically examine the road camber or surface condition. The review was undertaken as a speed assessment and focused on vehicle speed data and the criteria set out within the County Council's Speed Limit Policy. Issues relating to road camber and carriageway surface condition were not considered as part of that assessment. If concerns exist regarding the condition of the highway or its geometry, these would need to be considered separately under the relevant highway inspection and maintenance processes rather than through a speed limit review.

4 -5. The site is assessed at a specific point and the relevant data and information available at that time is considered.

This first occurred in 2015 and additional yellow backed signage was installed on the approaches of the junction. Subsequent investigations have focused on visibility considerations and the Lincolnshire Road Safety Partnership Accident Investigation and Prevention re-assessed this location and have undertaken site visits on a number of occasions (2024 and 2025).

Starting in August 2024, a new lining scheme was carried out on the minor roads, this included offsetting the junction markings eliminating the “head on” effect and incorporated some small hatching. This helps reduce the ‘see through’ effect by creating a slight stagger layout to the crossroads.

We also replaced damaged give way signs and advance junction warning signs on all approaches where required. After carrying out these improvements and still finding that collisions were occurring, we applied for a speed limit reduction which was approved in Feb 2026. LRSP continue to monitor this location and will consider any new information obtained from the Police investigation.
