The HWRC booking-system

Request

I am conscious of the amount of officer time repeated FOIs can take, so rather than submit a series of separate requests, I am hoping we can simplify this considerably.

1. Could LCC please provide the complete recorded evidence that was actually relied upon in preparing, assessing and recommending the HWRC booking-system proposal presented to Environment Scrutiny on 19 June 2026 and Executive on 14 July 2026?

2. If easier, I am very happy to receive the existing evidence pack in full rather than individual answers to separate questions.

3. In particular, I am trying to capture the recorded material actually relied upon relating to:
a. vehicle/visitor counts and site-use data;
b. contractor reports concerning queues or highway impacts;
c. staff/site feedback and any safety information relied upon;
d. commercial/trade misuse and cross-border use; and
e. the calculations and assumptions supporting the financial and capacity case.

Where something was based on operational experience rather than recorded data, a simple confirmation of that would be sufficient. Likewise, if a category of information was not held or was not relied upon when the recommendation was made, simply confirming that would avoid the need for further requests.

Decision

1. Evidence was provided within the report to the Executive which can be found here: https://lincolnshire.moderngov.co.uk/ieListDocuments.aspx?CId=121&MId=9244&Ver=4

  1. Evidence is provided in answer to points 1 and 3.
  2. Vehicle counts data is provided on the attached document titled Traffic information for HWRC.
    1. Contractor reports of queuing is provided on the attached document titled Traffic information for HWRC.
    2. Site staff feedback from visits in 2025 is provided on the attached document titled HWRC Staff Survey and Feedback 2025.
    3. The Council does not hold this information.
    4. The executive report details an estimated financial saving of 20% of circa £1m.

The estimate was informed by professional judgement, consideration of information available from other authorities and industry sources, and discussion with peers in local government. Where discussions took place verbally, no electronic records were created or retained. Consequently, no further electronically held information is held by the Council in relation to the methodology used to arrive at the 20% assumption.

The 20% is calculated by utilising the 25/26 HWRC revenue costs for haulage, waste disposal and hazardous waste disposal costs which totalled £5.1m and then calculating 20%. ( ((£5,100,000 / 100) * 20) = £1,020,000.)
