Neurorehabilitation and Mental Health - Find a freedom of information request

Request

I would like to request the following information regarding adult neurological and mental health residential and nursing home services.

For the avoidance of doubt, when referring to the term 'neurological', please include; brain injury (including acquired brain injury and traumatic brain injury) spinal injury, neuro-disabilities (including but not limited to Parkinson's disease, multiple sclerosis, motor neurone disease, Huntington's disease, cerebral palsy and epilepsy), stroke, neurobehavioural rehabilitation and cognitive rehabilitation. This list is meant as a guide and is by no means exhaustive.

For the avoidance of doubt, when referring to the term 'mental ill-health', please include; anxiety, depression, personality disorder, severe affective disorders, schizophrenia, and mental ill-health that causes challenging behaviour, all of which are to such a degree that the person experiences significant impairment and as such is unable to care for themselves independently. This list is meant as a guide and is by no means exhaustive.

1. Please provide the name, job title, email address and telephone number of the commissioner with responsibility for neurological and mental ill-health residential and nursing home placements (if more than one person is responsible, please provide the details of all responsible for making the placements).

2. Please provide the total number of adults funded by the council in the following settings: (please provide figures for the past two financial years and budgeted figures for the current financial year (2019/2020)):

a. Neurological residential homes

b. Mental ill-health residential homes

c. Neurological nursing homes

d. Mental ill-health nursing homes

3. Please provide the total number of adults funded by the council in out of area placements (i.e. a placement outside the council boundaries) in the following settings: (please provide figures for the past two financial years and budgeted figures for the current financial year (2019/2020)):

4. Please provide the gross total expenditure on adults funded by the council in the following settings: (please provide figures for the past two financial years and budgeted figures for the current financial year (2019/2020)):

5. Please provide the current average weekly expenditure per individual for adults funded by the council in the following settings:

Decision

Unfortunately Lincolnshire County Council are unable to provide a response to this request due to the way the information asked for is broken down; we do not currently record or report on data in a format that would allow us to easily differentiate cases in order to fulfil these questions. Therefore, under section 12(1) of the Freedom of Information Act 2000, we will have to refuse the request on the basis that it would take too much time and/or cost too much to process this request.

Section 12(1) of the Freedom of Information 2000 does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour.

The exemption under section 12 is not subject to the public interest test
