The financial regulations form part of our Constitution. They provide the framework for managing our affairs and apply to every councillor and officer and anyone acting on its behalf. We have a general responsibility for taking reasonable action to provide for the security of the assets under our control. We must ensure that our use of resources is legal, properly authorised and provides value for money. This must be adhered to at all times.
