Pain-Inducing Restraint - Lincolnshire Secure Unit - Find a freedom of information request

Request

In an FOI sent to me, the Ministry of Justice told me the following: “Secure Children’s Homes… are able to purchase use of force packages in conjunction with the relevant local authority.” This response was part of a broader request for information about pain-inducing restraint. Please could you confirm whether:

1. The Secure Children’s Home in your area, Lincolnshire Secure Unit, uses pain-inducing restraint or is able to use pain-inducing restraint?

2. If the answer to question 1 is yes, please could you confirm when the practice or authorisation began?

3. If the answer to question 1 is yes, please could you also confirm the reason why?

If it is helpful, below are the list of pain-inducing techniques used in adult and youth offending institutions. Adults Thumb lock Shoulder control Upper arm control Mandibular angle Final lock flexion Final lock rotation Application of a pain inducing technique through rigid bar handcuffs Youth Mandibular Angle Wrist flexion Inverted Wrist Flexion Inverted Wrist Rotation Thumb Flexion

Decision

1. Lincolnshire County Council Secure children's homes don’t use any pain inducing techniques; all restraint methods are checked by both our Local Authority Designated Officer and Ofsted as part of the Inspection and safeguarding processes and need to meet all aspects of the Children's Homes Regulations.
