All the following questions relate to the time period in the immediate aftermath of the publication of Grenfell Inquiry Phase One recommendations on 30 October 2019 to present day.

 

1. As required by the Grenfell recommendations, how many owners/managers of a high-rise residential building have confirmed to you they have carried out regular inspections of any lifts that are designed to be used by firefighters in an emergency?

a. And reported these monthly as required?

 

2. Has your fire and rescue service developed any policies for handling a large number of Fire Survival Guidance calls simultaneously?

 

3. How many owners/managers of high-rise buildings have provided your local fire and rescue service with up-to-date plans in both paper and electron form of every floor of the building identifying the location of key fire safety systems?

 

4. How many owners/managers of high-rise buildings have provided your fire and rescue service confirmation that there is a premises information box which contains a copy of the upto-date floor plans and information about personal evacuation plans for residents who may struggle to do so.

Decision

1. Lincolnshire Fire and Rescue have not received confirmation from any high rise residential building owners that they have carried out regular inspections of any lifts that are designed to be used by fire-fighters in an emergency. Lincolnshire Fire and Rescue have communicated to all high rise residential building custodians in Lincolnshire outlining the details and recommendations in the GTI (Grenfell Tower Inquiry) Phase One Report recommendations
and will continue to monitor the national updates and potential changes to legislation.

2. Lincolnshire Fire and Rescue are waiting for National Guidance following Grenfell inquiry. Our current policy sees us answer calls as they occur however we have the extended capability of calls being answered by our partners in the consortium arrangements in place. Any call not answered within Lincolnshire Fire and Rescue will be presented to the other Fire Controls within the consortium and answered. As a default to the contingency arrangements if none of the other three partner Fire Controls are able to answer the call, BT will present to another
Fire Control available to take the call. Lincolnshire Fire and Rescue have acquisition and maintenance training arrangements in place relating to Fire Survival Guidance calls for all Fire Control Operators. These arrangements continue to be reviewed in-line with national guidance and updates as a result of the GTI Phase One Report Recommendations.

 

3. Lincolnshire Fire and Rescue have not received any additional information as a result of the GTI Phase One Report Recommendations. Lincolnshire Fire and Rescue have communicated to all high rise residential building custodians in Lincolnshire outlining the details and recommendations in the GTI Phase One Report recommendations and will continue to monitor the national updates and potential changes to legislation. Lincolnshire Fire and Rescue risk management department have a robust risk gathering process where building plans are gathered as part of planned visits. Where available, plans are saved in an electronic format and made available to operational crews to support operational response.

 

4. Lincolnshire Fire and Rescue have not received any additional information as a result of the GTI Phase One Report Recommendations. Lincolnshire Fire and Rescue have communicated to all high rise residential building custodians in Lincolnshire outlining the details and recommendations in the GTI Phase One Report recommendations and will continue to monitor the national updates and potential changes to legislation. Lincolnshire Fire and Rescue continue to promote the use of Premises Information Boxes and the benefits of having specific plans and details of vulnerable people within the buildings.
