a. Such attachments are not authorised Under section 132 of the highways act 1980. Also, Lincolnshire County Council's policy regarding applications to attach items to street lighting states in Annex 5 paragraph 4 (4.2) "Permission will not be granted where an attachment relates to or is part of any form of advertising".
