In respect of the non - replacement of the damaged safety barrier outside the village hall at the above address,

1. I would like to see a copy of the latest report which deemed the replacement of the safety barrier unnecessary.

2.I would also like a copy of the initial report which did deem this feature necessary.

3.The very fact that the barrier was damaged surely justifies its existence and therefore replacement. Vehicles would have mounted the pavement with considerable force to have written off the barrier.

Decision

1. In assessing the need for such a railing, we refer to guidance contained in the Department of Transport Local Transport Note 2/09 Pedestrian Guard Railing. This states “The main purpose of guard railing is to improve safety by trying to prevent pedestrians from crossing the road at an inappropriate place or from straying into the road inadvertently”. Guard railing can also be used to “offer some protection to pedestrians at locations where the swept path of large vehicles, such as buses and heavy goods vehicles, takes the vehicles close to the footway, sometimes overhanging it.”

2. Unfortunately, LCC cannot provide any records as regards the railings initial installation, this was prior to 2009 and our records do not go back that far. We would suspect the railing was installed at the request of the Parish/District but there is unlikely to be a formal assessment.

3. There is no recorded accident data for this site that would influence this decision, the site is within a 30mph limit, if you are experiencing problems with speeding vehicles this is a matter for the police to enforce.
