The Costs to Convert Lincolnshire's Street Lights to "Part Time" Street Lights - Find a freedom of information request

Request

1. The costs to convert Lincolnshire's streetlights to "part time" streetlights, switched off between 12 and 6am.`

2. The costs to adjust these part time lights to account for the difference between GMT and BST, in comparison to streetlights that are on all night (please provide figures for each year since the scheme was implemented).

3. The savings that are made each year by having these streetlights part time (please provide figures for each year since the scheme was implemented).

4. The total cost of street lighting for Lincolnshire (please provide figures for each year since the scheme was implemented, and the five years prior to that).

5. The Equality Impact Assessment that was undertaken before the streetlights were made part time, in accordance with Lincolnshire County Council's Public Sector Equality Duty.

Decision

1. The costs were included in the total project spend of around £6.4M in the 2016/2017 financial year, which included for converting around 42,000 lights to part-night operation, upgrading around 18,000 higher wattage lamps to LED and completely switching off around 800 streetlights. The figures are not separately available for each of the activities undertaken in the project.

2. There is no cost to this as it happens automatically.

3. The project made savings of around £1.7M per annum at 2016/2017 energy costs and over 6,200 tonnes of CO2.

As Lincolnshire County Council have continued to undertake further energy saving projects (e.g. conversion of low-pressure sodium lights to LED) but have also adopted new street lights (through The Council’s own road improvements and through development), direct comparisons are not available for later years.

4. Due to a change in financial system, information is only available back to 2013/2014. However, total energy costs for Lincolnshire County Council's street lighting are as follows for 2013/2014 to 2020/2021 (the last full year available):

  • FY 2020/2021 - £1,884,000

5. Please see attached EIA dated 1 March 2016 which was prepared in relation to the change in Street Lighting Policy that allowed the widespread conversion to part-night lighting.
