Request

Please may you provide me with:

1. A list of all existing Highways Maintenance Frameworks and Term Maintenance contracts which would include the refurbishment and maintenance of Bridges and structures.

a. Please could you provide the start dates and expiration dates of these contracts and also a list of the contractors who are currently on the Frameworks or Term Maintenance contract.

b. Annual spend on each Framework / Term Maintenance contract.

Decision

1. Lincolnshire County Council (LCC) use a number of different contracts and frameworks to deliver highways maintenance. These are the Highways Works Term contract, Select List framework, Midlands Highways Alliance Medium schemes framework and we are about to make use of the SCAPE Civil Engineering framework.

a. The main LCC term contract started in April 2020 with an initial six-year term and a potential for a further six years of extensions and is currently held by Balfour Beatty. The Select List framework started in December 2021 with a four-year duration and has a number of contractors Breheny, NMCN, Jackson, Winvic, PBS, CR Reynolds, Thomas Bow and JN Bentley. The details around Midlands Highways Alliance and SCAPE are available on their websites.

b. The main Term contracts has a spend around £40-50m per annum and the select list framework around £10m per annum. Again, MHA and SCAPE are available on their websites.
