Lincolnshire County Council complaints procedure/policy. - Find a freedom of information request

Request

The information we have requested was as follows regarding Main Road, Saltfleetby:

1. A full and unedited copy of the report from the County Highways Manager prepared by one of their officers and referred to in your email dated 23 November 2020. Please can you ensure it is dated/timed when the officer carried out his visual inspection?

2. Copies of previous inspection reports for Main Road, Saltfleetby. Confirming the number of inspections per annum, and how many have been completed within the last 5 years, these should include date and time of completion.

3. Lincolnshire Road Safety Partnership will be conducting a new speed survey along Main Road, Saltfleetby in order to assess if any of the information that we hold has changed and whether there are any additional actions that we can take. When is the speed survey to take place?

4. I would also like to know if any correspondence exists between the Police and the Council and would like copies of these, basically, I'm asking for anything concerning the speed and weight of vehicles and related property vibration along Main Road, Saltfleetby, within the last 5 years. 

Decision

I can confirm that the information requested is held by Lincolnshire County Council (LCC). I have detailed below the information that is being released to you.

1. As it was a visual inspection, there won't be a physical report that Lincolnshire County Council can provide.

2. Please see the attached site history report. Please be aware, some personal information has been removed. This information is exempt under section 40 (personal information) of the Freedom of Information Act (FOIA), as the information constitutes third party data. Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle contained in the Data Protection Act 2018 (GDPR), where it would be unfair to that person/s confidentiality.

3. The Lincolnshire Road Safety Partnership will carry out another speed survey once the current travel restrictions are lifted. Currently, traffic volume is much lower than normal, so LCC would not get an accurate assessment at the location. In addition, traffic volume can also have a bearing on the mean speed of vehicles. Once the survey is complete, we will be able to make a reasonable comparison with the previous one undertaken in 2017.
