Regarding Disabled Parking Louth Active Travel Scheme.

Please disclose:

1. The impact assessment or similar, however titled.

2. Which disabled peoples organisations or representatives were consulted?

3. How LCC engage with disabled people particularly the 'hard to reach' e.g. non-internet users and those needing information in 'accessible formats'?

Decision

1. A formal EIA has not been completed at this time due to the experimental nature of the order in place for the intervention. A full EIA will be completed should the decision be made to make the intervention permanent. The first phase of the experimental order allows for additional consultation to take place and representations continue to be made to Lincolnshire County Council (LCC) which will inform the final decision.

2. All organisations were able to comment via the web portal. Written representations are able to be received and are still being received. In addition LCC wrote directly to Age UK and Disability Lincs to inform them of the plans.

3. LCC uses a range of measures to engage with all aspects of the community. This includes face-to-face sessions and workshops, mail drops, social media, traditional media and the internet. Some of these measures changed during the periods of self-isolation surrounding the Covid 19 Pandemic. As part of the feedback to the engagement exercise LCC arranged for the parking on Market Place to be made exclusively blue badge only on non-market days, this has increased the number of blue badge parking spaces overall.
