Please advise where the Highways Act states that a TRO is not required for closure of a footway adjacent to a highway?

Decision

S.66(2) and S.80(1)(a) of the Highways Act 1980 allow a highway (including the footway) to be fenced/barriered for works to be undertaken. The Road Traffic Regulations Act 1984 covers TRO's.
