School supplementary grant (SSG) received by the local authority from government. 

1. The total SSG funding from the government for each financial year since 2017.

2. A breakdown for each financial year how this funding has been allocated. Please breakdown the amounts if the SSG has been allocated to different budgets. And please can this also include what was passed onto schools,

what was moved to the high needs budget and what has been retained by the council.

3. If your council is a 'safety valve' council, as designated by the Department for Education, what agreements have been made with the department in regards to the use of SSG funding?  

Decision

1. 2022/23 is the first year of the supplementary funding to support unforeseen costs in the sector (£1.6bn nationally). Lincolnshire's overall mainstream schools allocations totalled £15.376m of the overall £1.2bn nationally, which were distributed on a formulaic basis to schools directly. Lincolnshire High Needs block addition for supplementary funding was £4.082m of the overall £325m national funding.

2. 2022/23 is the first year of the supplementary funding to support unforeseen costs. The government has determined the funding that is to go to mainstream schools and Local Authorities and Education Skills Funding Agency have passported the monies directly to maintained schools and academies. Funding for Lincolnshire mainstream schools is identified in the answer to question 1.

The Local Authority has been working with the sector and internal High Needs services to better understand those unforeseen cost relating to the High Needs block supplementary funding. A number of these costs are still difficult to quantify and a number of new costs are still subject to national decisions, such as pay. The exercise will aim to identify those additional costs above our baseline funding and all reasonable costs will be considered, and funding will be allocated from the quantum available (£4.082m) through agreed funding routes in 2022/23 to support financial sustainability within the sector.
