Could you please answer the below questions in relation to the cost of managing the Eventus Centre in Market Deeping and the awarding of contracts under framework agreements and not going to Tender.

1. Can you confirm the amount spent on the consultant supposed temporary manger against the known cost of the previously directly employed centre manager?

2. Can you confirm the full and final cost vs the proposed cost of the refurbishment works completed in 2022.

3. Were these works tendered for or awarded under framework and if so why when it was a clear job that could have been tendered?

4.Please provide full details of the additional costs over and above the original price.

Decision

1. The comparison between the role of the consultant and the job description of the previous centre manager is not a simple one because the roles are substantially different. The staff member concerned was appointed in October 2019 and in that time Lincolnshire County Council (LCC) have paid the agency (not the individual) circa £198,000. In the same time the salary and associated costs of an equivalent Lincolnshire County Council appointed officer would equate to £123,000 at current pay scales.

The surveyor appointed was given a much broader remit than the previous Centre Manager. For example, they have carried out a strategic review of the operation of our other managed offices in Gainsborough and Lincoln. They have also taken a lead role in assisting the Department to review all outstanding service charge calculations and invoicing an ensuring this has been done in compliance with the best practice regulations of the RICS. A further example would be the role taken in providing guidance to the team as we initiate management and operational procedures at our brand new managed workspace at the South Lincolnshire Food Enterprise Zone

2. The full and final costs are still to be agreed, however as of September 2022 the agreed contractual expenditure was £1,334,053 with a forecast completion expenditure of £1,314,737.

3. Framework procurement process was tendered to reduce lead in times.

4. Currently forecasting no additional cost overruns.
