The British Standards Institute has just published PAS 1899/22 Accessible Charge Points, supported by government [OZEV], Motability, the AA etc

Please supply the LCC/ Midlands Connect policy on mandating accessible charge points?

Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

Lincolnshire County Council don't have a policy but as part of the successful LEVI Pilot bid process, gave the undertaking that the following considerations, would be made to ensure an inclusive charging environment as part of the proposed project:

LCC will include requirements related to the design of inclusive and safe charging environments in the procurement.

Accessibility requirements will be based on the PAS 1899:2022 standard, covering:

• The physical aspects of the environment surrounding fixed charge points (e.g. kerb height, ground type)

• The location, placement and spacing of charge points within the streetscape/public realm and relative to other infrastructure and/or objects (e.g. placement of charge points relative to individual parking bays, adequate space surrounding the Charge Point and vehicle)

• Factors to be taken account of in the design and specification of accessible charge points and their more immediate surrounding areas (e.g. height of charge point, cables and cable management systems, bollard spacing, interface tilt, colours used, accessibility of language within communications, weight and ease of use of the equipment)

• Information, signals and indicators provided. Following contract award, the CPO will design the installations, and the designs will be reviewed and signed off by the relevant local authority to ensure these criteria have been met as effectively as possible. Safety requirements will be assessed on a case-by-case basis, taking into account charge point location, lighting and other local considerations.
