1. Your most up to date guidance on the methodology used to assess and seek development contributions (S106) for education facilities.

2. To include the costs charged per place for:

a. primary

b. secondary

c. sixth form

d. SEND and early years places

e. together with the pupil per dwelling ratios

Decision

1. Lincolnshire County Council’s (LCC) consideration of whether a developer contribution towards education provision is required will be informed by the projected demand for places compared with the known capacity figures of schools in the relevant pupil planning area. Where a development is proposed in a planning area with insufficient projected capacity, or would result in insufficient projected capacity, a contribution will be required. A contribution is required for every pupil place needed in excess of the projected capacity that benchmark is 95% full in the pupil planning area.

a. Primary For a primary new build the current cost per pupil is £21,990.

For a primary extension to an existing school the current cost per pupil is £18,367.

b. Secondary For a secondary new build the current cost per pupil is £26,627.

For a secondary extension to an existing school the current cost per pupil is £25,503.

c. Sixth form For sixth form new build the current cost per pupil is £26,627.

For sixth form extension to an existing school the current cost per pupil is £25,503.

d. Special educational needs and disabilities (SEND) and early years places

Lincolnshire County Council do not currently ask for contributions in these areas.

e. Together with the pupil per dwelling ratios

Pupil yield per 100 dwellings is 20 for primary 19 for secondary and 3 for sixth form.
