We would be grateful if you could let us have copies of inspection records for the area in question for 12 months up to the date of the incident, details of any previous accidents/complaints in the area and details of work carried out by statutory undertakers in the area.

1) Records of inspection for the relevant stretch of highway including confirmation of the frequency and type of inspection carried out.

2) Maintenance records including records of independent contractors working in relevant area.

3) Records of the minutes of Highway Authority meetings where maintenance or repair policy has been discussed or decided.

4) Records of complaints about the state of highways.

5) Records of other accidents which have occurred on the relevant stretch of highway.

6) Records of all works carried out by contractors in the relevant stretch of highway.

7) Any S81 notices served on our client during this time period for the relevant stretch of highway.

Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

2) There was only one permit between Dec 2012 and date of incident and it is the following:

AD011 000038211674 - FIELD 250MTRS FROM GRANGE FARM – Low Road, Sixhills – 19 Feb 2013 - REPAIR METER/CHAMBER – Works in Verge - Anglian Water

3) LCC don’t have records of meetings where maintenance or repair policy is discussed as a specific agenda item. It is, however, taken through Highways and Transport Scrutiny Committee where all decisions on our Highways Asset Management Policy, Strategy and the Highways Infrastructure Asset Management Plan are considered. ‘As the minutes of these meetings are public and available already on our website, they’d fall outside of an FOI.'

4) To find and collate the information required for this FOI would take longer than the 18 hours allocated for an FOI request under section 12 (1) of the Freedom of Information Act 2000. 

5) There are no recorded Injury collisions in the last 5 year period. The Road Safety Partnership do not have records of Damage Only type incidents. This information may be available from the Police.
