Patens and Co Public House Café Pavement Licence - Find a freedom of information request

Request

I would like to make a Freedom of Information Request please in respect of the Cafe Pavement Licence that was granted by LCC for Patens and Co Public House which it is understood will terminate on 30th September 2023 according to the latest Government Information.

1. A plan showing the location of the premises.

2. A plan clearly showing the proposed area covered by the licence in relation to the  highway, if not to scale, with measurements clearly shown.

3. The duration of the licence.

4. Evidence that the applicant has met the requirement to give notice of the application.

5. Any other evidence that shows that the furniture is in accordance with national guidance regarding accessibility.

6. Evidence of the physical barriers around the furnuture/handrails conforms, also in relation to A boards, planters etc. particularly in relation to those with disabilities.

7. Measurements in relation to the footpaths to allow for the free movement of members of the general public in particular for those with disabilities.

8. Evidence that the furniture is removed at the end of the day, according to the guidance.

9. How, why, by whom based on what factors resulted in the decision to close the road for Patens exclusive use.

10. What organisations were approached in relation to this application (as it is understood some were not).

11. The documented views of SKDC and Stamford Council in respect of the application.

8. LCC do not have any evidence that the furniture is removed at the end of each day.

9. The original consideration to close Crown Street to vehicles took place in 2020 when advice being provided to local authorities by central government was to assist businesses that apply for outside facilities. It was recognised that due to existing Covid-19 restrictions, it would sometimes be necessary for the designated area to be closed to facilitate this. Local authorities needed to be co-operative and to allow the road to be closed unless there was a genuine safety concern or real detrimental impact. This decision was supported by Lincolnshire County Council's Portfolio Holder for Highways, Transport & IT.
