Noisy roadworks at night - Find a freedom of information request

Request

1. How many permits have been issued for noisy work to be carried out after 10pm in the last 3 years?

2. How many times have the traffic lights at the Forum been dug up at night in the same period?

3. How many nights have been utilised for road resurfacing there during this period?

4. Why is it necessary to do these very noisy works at night, given that sound carries more then?

5. How much more expensive is it to do them at night (I have just discussed wages with the operatives), with a firm from Grimsby, is there no one nearer?

6. Are there many more of these permits pending and would it be possible to consolidate any upcoming works rather than spread them out bi - monthly in what appears to be the current fashion?

7. Am I missing where the advance notices for these works are published?

8. Do you hold surgeries (apologies if you call them something else)?

Decision

I can confirm that the information requested is held by Lincolnshire County Council (LCC). I have detailed below the information that is being released to you.

1. Please see attached Street Works report containing permit for all works granted in the last 3 years for Fosse Drive and Newark Road (at the junction of Fosse Drive), unable to determine from the information what was carried out after 10pm.

4. Newark Road is classed as Traffic Sensitive and many works if carried out during the day would cause congestion and unacceptable delays. Also access to The Forum is continually required during the day for the businesses so works are often required to be carried out when these are closed

5. As this covers a multitude of different works promoters, labour costs will vary dependant on existing contracts or alternative procurement. But yes, generally there is an extra percentage fee for night or weekend work.

6. LCC do not always have forward sight of works required by utility companies and therefore this makes collaboration difficult. We do however try where possible to encourage different parties to work together when we know they have works to complete on the same roads
