Grading and pay progression arrangements with highways / engineering team.

The areas I am looking to gain clarity on include:

1) How is the team structured? I.e. can you provide an organisational chart.

2) Are there any elements of the function outsourced to a contractor or engineering consultancy? If yes, who?

3) The number of grades within the structure?

4) The job titles associated with each grade.

5) How do post holders move and progress within the grade? i.e. what is the pay progression structure within the directorate?

6) How are the salary grades defined? Is this through a Job Evaluation process or market testing or both? Which job evaluation scheme is used?

7) Are there any 'job families' within the highways/engineering team that differ to the above? If yes, what is the difference here?

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1) Please find attached a report which shows all positions within Highways, although it should be noted that due to organisational changes and vacancy management not all the positions are filled or expected to be filled.

2) Yes, the highway design team has a professional services contract with WSP.

6) Through Job Evaluation process. The scheme used is the Greater London Provincial Council, (GLPC) scheme.
