Market Rasen to Louth, A631 Proposed Speed Limits

1. I would be most interested to see the impact study which takes these factors into account. Please ensure this study is released into the public domain prior to any decision being finalised.

I believe that this decision to impose speed limits has been made with a biased viewpoint from a number of active anti-speeding campaigners some of whom are known to fabricate accounts of speeding vehicles when engaged on Community Speed Watch activities. Such a fabrication has previously been addressed, and upheld, with The Lincolnshire Road Safety Partnership when confronted with evidence downloaded from vehicles accused of speeding.

2. Please provide evidence in the public domain of how many members of Market Rasen Town Council are also involved in the Community Speed Watch programme.  Please also provide evidence of how many of those members declared a conflict of interest in the implementation of this scheme.

3. Please provide evidence of studies where the option of more passing places are created to allow effective use of Rule 169 of the Highway Code.

4. Please provide evidence of information provided to owners of vehicles who do not adhere to Rule 169 of The Highway Code.

5. Please provide evidence where a long stretch of average speed cameras on roads that provide overtaking opportunities has contributed overall safety along that route. In particular please describe how this evidence was applied to the decisions around the straight stretches of road alongside Willingham Woods and the approach to North Willingham.

6. Please provide evidence of the cross-section of society, including numbers from each age bracket, that was consulted during the consultation process of this scheme, including trends towards acceptance/rejection of the scheme.

7. Please also provide evidence of the results of the trials undertaken that proved these measures would be beneficial in terms of safety across the length of the road between Market Rasen and Louth.

8. Please provide evidence of who will be liable in the event that this scheme increases road incidents across its length. Clearly, an imposed change which subsequently increases risk of harm needs some body or agency to be liable.

9. Please provide all risk assessments undertaken in respect of this scheme and details of the methodology used to calculate inherent and residual risk for these schemes.

5. The Road Safety Foundation identified this section of the A631 as one of 50 'A' roads where the risk of a KSI is highest and it is therefore considered to be one of the worst sections of road in the Country when looking at the number of collisions per kilometre. Between 2012 and 2016, 5 Fatal, 13 Serious and 48 Slight injury collisions occurred.

6. The attached report to the Council’s Planning and Regulation Committee provides details of those consulted on the speed limit order for this scheme. We are unable to provide further evidence on who accessed this information during the consultation period. The scheme was publicly advertised on site and in the local press. Two objections were received to the scheme and these are covered in the report provided.
