The request is as follows:
1) Which officer at the council is responsible for biodiversity net gain and should be contacted about landowner and developer s106 agreements securing BNG?
2) Does the council have a template for an offsite biodiversity gain site section 106 agreement and if so could a link to this be provided? - Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
1. LCC does not have a specific BNG officer but as a planning authority, when dealing with planning applications for development, planning officers dealing with those applications will require developers to demonstrate how they are proposing to secure off-site BNG and submit evidence (e.g. legal agreement) to secure this. In terms of landowners and developers that are seeking to establish potential BNG habitat banks/sites, then you are advised to speak to the District or Borough Councils who will be responsible for managing the register of sites.
2. No we do not currently have a template S106 for securing off-site BNG. This is something we will be looking to develop in the near future.
