Ref the 'Fix my street' link above, I note your comment that this is not a Highways Safety Issue. Based upon this statement you do not consider pedestrian safety when dealing with Highways defects?

The assumption is that a risk assessment has been carried out, therefore under the Freedom of Information Act, I respectfully request the following information:

1. Risk assessment c/o in relation to this inspection.

2. This year from recollection LCC have attended this issue 3 times and on all occasions stated that the issue has been fixed - please provide evidence to support how you have confirmed the issue was fixed on all 3 occasions.

Decision

I can confirm that the information requested is held by Lincolnshire County Council (LCC). I have detailed below the information that is being released to you.

1. Please see the HIAMP https://www.lincolnshire.gov.uk/downloads/file/8423/highways-infrastructure-asset-management-plan-hiamp-   This details how LCC manage the road network.

2. LCC have received 3 enquiries since April 2023 regarding the drainage issue on Torgate Lane, Bassingham. Enquiry 457384 received 23rd April 2023, which was inspected by the Assistant Highways Officer for the area on the 09th May in which they noted there was no standing water so wanted to return in heavier rain. They returned on the 17th May and added these notes to the enquiry and closed it down at 0160 no further action required.

“We are sorry but we are not taking immediate action with this report because no standing water found after rain. However, the Highways Officer will regularly inspect during heavy rain. Thank you for reporting this matter.”

On the 7th August 2023 Enquiry 467288 was received. The Highway Officer for the area at the time raised a forward planning brief for our asset team to look at with a view to adding it to their future programme of works for drainage works. This forward planning brief was raised on the 17th August. The enquiry was re-visited by a Highway Officer on the 29th August, who closed it down at 0160 with the below notes after noting that a forward planning brief had been raised for this.

“We're sending you this message to let you know that we've assessed the drainage condition and have identified this location for a larger scale improvement scheme. At this stage we are unable to give specific dates for this or definitely commit to the scheme because we prioritise these schemes based on condition compared with the rest of the County network and the resources available to us each year. We will continue to monitor this location as part of our routine inspections of the highway in the meantime. Thank you for reporting this.”

The most recent enquiry (Enquiry 2821136) was received 19th October 2024. The Highway Officer closed this enquiry down with the below notes.

“We are sorry but we are not taking immediate action with this report because we've inspected and acknowledge that this gully/system is blocked, but because it is not causing a serious highway safety or property flooding issue we will not be ordering work at this time. Thank you for reporting this matter.”

Our contractors did undertake some works in the area to reset tactiles and re-profile the carriageway to direct water into the offlet in September 2023, however we acknowledge there is an issue with the offlet so these works will not solve the issue entirely.

The drainage works required will be outside the scope of works that we as a reactive team can undertake, hence why this has now been passed to the asset team to consider for future works. As explained in one of the responses above, these schemes are prioritised based on condition compared with the rest of the county network and the resources available to us each year.

The Highway Officer for the area will be revisiting the site to undertake a kerb height check on the crossing point however if they are within the tolerances of our policy then we will not be undertaking any works on them.
