1. Copy of the standard procedure and policy for reviewing a request for a road speed review, process and timescale for approval and execution.  

My request to you is for the generic policy and time frame, which according the Minister for Transport every local government has to abide by and make available to the general public.

There are no timeframes published as the process is subject to some influences that are outside of our control and officer workloads; however, we do aim to process requests in a timely manner.

• An initial assessment carried out with four weeks

• Speed readings then undertaken if density of development or accident criteria is met (subject to LincsLab workloads)

• Assessment of speed data in accordance with policy and informal discussions with Lincolnshire Road Safety Partnership and Lincolnshire Police (can take a number of weeks depending on location and extent)

• Consultation documents drawn up, usually within two to three weeks

• May be reported at this stage to the Planning and Regulation Committee as a borderline case, can take up to three months

• Statutory Consultations ongoing for four weeks

• Public Consultations ongoing for four weeks (subject to advertising lead in times)

• May be reported to the Planning and Regulation Committee if objections are received

• Preparation of works package which often requires collaboration with streetlighting, national grid and underground utilities and can be the cause of significant delays

The process from the statutory consultations starting to the order being made operative, providing there are no objections, can be approximately five months. If objections are received, this can extend the process by three months.
