I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
BOURNE ROAD (35840941), FOLKINGHAM, LINCOLNSHIRE1. Yes, there are two kerb offlets on the A15 approximately 110 metres south of Greenfields Lane.
2. These offlets are cleaned annually and where last cleansed on 30/01/2025, they are noted as being in operational order with no defects.
3. The ditches adjacent to the highway on the A15 outside Folkingham are of Riparian responsibility. Ordinarily these are maintained by the adjoining riparian landowners maintained by the riparian landowners and as such Lincolnshire County Council as Highway Authority and Lead Local Flood Authority do not hold any records or information detailing their maintenance regime.
4. Lincolnshire County Council received reports of properties experiencing internal flooding during the rainfall on 6th of January 2025. Subsequently as pursuance to Section 19 of the Floods and Water Management Act 2010, as Lead Local Flood Authority, we have commissioned external Consultants to undertake a Flood Investigation, S19-946, on our behalf.
This investigation aims to:• Confirm the instances of internal property flooding;
• Identify and confirm the existing drainage arrangement in relation to the affected property/properties;
• Determine the likely causation(s) and identify the primary mechanism that led to the flooding;
• Identify those Risk Management Authorities (RMAs) and stakeholders with relevant functions;
• Propose recommendations for actions that if progressed may alleviate future occurrences of flooding and increase property resilience.The report which will accompany this investigation is scheduled completion date for June, this year. BILLINGBOROUGH ROAD (35803294), FOLKINGHAM, LINCOLNSHIRE
1. Yes, there are seven gullies on Billingborough Road from the junction with the A15 to the pumping station.
2. The gullies are cleansed biennially as part of LCC’s cyclic maintenance, they were last cleansed on the 19/03/2024 and were all noted as “cleaned, jetted and flowing through fine, with no defects.”
3. The ditches adjacent to the highway on Billingborough Road, in Folkingham are of Riparian responsibility. Ordinarily these are maintained by the adjoining riparian landowners maintained by the riparian landowners and as such Lincolnshire County Council as Highway Authority and Lead Local Flood Authority do not hold any records or information detailing their maintenance regime.
4. As previously outlined, the status of our Section 19 Flood Investigation in on-going and as such we are currently unable to comment as to whether or not lack of ditch maintenance can be attributed as contributing to the flood.
