*by 'recruitment agency' I am referring to an external staffing supplier who provides support staff to the Local Authority *by 'unregulated placements' and 'unregulated environment' I am referring to environments that have not been registered with Ofsted, this could include air bnb or booking.com properties, caravans, camp sites etc
