The A16 between Crowland and Spalding

 

Freedom of Information Request:

 

1) Confirm the number of pothole reports received, by date report received for this road from 01/01/2023 to the present date.

 

2) The dates of all official inspections conducted, along with copies of the associated reports.

 

3) Which Officer inspected and the qualifications of the Council Officer(s) responsible for these inspections.

 

4) The dates and details of all repair work undertaken, including the type of repairs carried out and the Council Officer(s) responsible for quality control, when was quality control carried out?

 

Blocked Drain (FixMyStreet References: 2828487 & 2834149)

A blocked drain, causing severe flooding and restricting access to Crowland from St James Road.

5) The decision-making process behind disregarding previous reports of this issue despite this flooding causing access issues into Crowland.

 

6) The individual(s) responsible for the decision referenced in (a).

 

7) The total expenditure on highway maintenance in Crowland for the current financial year, along with details of any scheduled works for the next six months (noting the poor condition of roads such as Glebe Gardens and Alderlands Close).

 

 

Defective Road Surface - Harvester Way & Crease Drove Junction

Multiple sections of Harvester Way are in a state of disrepair

8) The dates of all inspections conducted on this road and the names of the inspectors.

 

9) The qualifications of the inspectors involved.

 

10) Copies of the inspection records, including any measurements taken.

 

11) A detailed explanation for why these defects were deemed unworthy of repair.

 

12) If the Council intends to rely on the Highways Infrastructure Asset Management Plan (HIAMP) to justify inaction, please specify the relevant criteria and provide documentary evidence supporting this decision including the measurement discrepancies that you claim to support no action is required

 

Non-Operational Street Lights - Crease Drove & Harvester Way Junction

For the past 12-18 months, approximately a dozen streetlights at the Crease Drove and Harvester Way junction have been non-operational.

4. This information will be included within the documents attached. Lincolnshire County Council (LCC) do not hold specific information in relation to quality control, it meets regularly with its term maintenance contractor to discuss operational issues across the highway network. Defects are assessed, and works orders raised in line with guidance within the Lincolnshire Highways Infrastructure Asset Management Plan (https://www.lincolnshire.gov.uk/directory-record/61685/highways-infrastructure-asset-management-plan).

 

5. LCC take a risk-based approach to its highway’s maintenance practices, details of which can be found within the Highways Infrastructure Asset Management Plan. 6. The individual who carried out both inspections holds the position of Highways Officer.

There are no planned works on Glebe Gardens, or Alderlands Close.

9. Inspections are carried out by a competent inspector who is LANTRA qualified.

11. Defects that do not meet the criteria as defined within the Lincolnshire Highways Infrastructure Asset Management Plan are unlikely to be repaired because of a scheduled inspection.

 

12. The relevant criteria can be found within the Highways Infrastructure Asset Management Plan, with particular reference to ‘Appendix B – Response Times’. Documentary evidence can be found within the documents attached, LCC do not hold information in relation to measurement discrepancies.

 

13. The responsibility of restoring supplies to the non-operational street lights is with the developer (Wheatley), which they are aware of and agree. The developer failed to undertake some of the connections which were part of the original street lighting works information.

 

An engineer from my team visited site with Harlaxton Engineering Services, the developer’s connections provider, back on 22/01/2025, where a technical solution was agreed to minimise disruption to existing footways and carriageways.
